Where to put information?

Need some guidance on on where to put:

  1. Notes, links, and reminders on stuff that should be covered when a page is written. Inline in the visible page, in the footnote, other? I often run across helpful bits of information scattered here and there when I'm looking for documentation for my own project, but information that isn't the meat of why the page exists. More like stuff that might wind up as bullet items under a Miscellaneous heading at the end of a page, or reminders to adress topic X when the page gets written. I'm concerned that leaving some of it visible might look like a cruel joke to site visitors who are after the meat.
  2. Stuff that doesn't fall in existing outline topics or that I'm moving too fast to slow down to plug in at the moment, yet should be preserved in case I get run down by a truck. It would be useful, I think, to have a Working Notes page, perhaps for each editor, that would be visible only to editors.
